WMI? wmiprvse.exe ?
WMI = "Windows Management Instrumentation"
The description sounds ominous (no, I DON'T want to enable remote management of my system!), but ...
In [services.msc], the "Windows Management Instrumentation" service must be enabled (set to 'manual' or 'automatic') in order to run the Windows Firewall. If "Win. Mgmt. Instrumentation" is not enabled, when it asks you if you want to enable "Firewall/IIS", it will not start (because of bizarre dependancy trees).

See also the services "Windows Management Instrumentation Driver Extentions" and "WMI Performance Adapter".... the function of these is NOT clear, as they do not need to be running in order to enable the Firewall.
The actual capitalization of the abbreviation is WMIPrvSe, and it's an abbreviation for "Windows Management Instrumentation : Provider Service" (isn't that cute? they went with "se" this time instead of "srv" or "svc"... god forbid they use consistant acronyms...)
For some reason, this name is not listed in [services.msc]...
